Shaykh Ibn ‘Uthaymeen said:

It is not from [the etiquettes of] giving advice to spread the faults and shortcomings of the leaders, since that fills the hearts with anger and hate towards the [established and recognised] leaders. Rather, we directly advise the leader if we are able to, otherwise by way of those who are able to contact them directly from amongst the scholars and the righteous people.
