Question: If a man kisses his wife or intimately plays with her during the day in Ramadhaan, would this break his fast or not? Please guide us [with an answer], and may Allaah be beneficent to you.
Response: It is permissible for a man to kiss his wife whilst fasting and intimately play with her without actually having sexual intercourse with her – there is no harm in [doing] this. This is because the Prophet ﷺ would kiss and engage in intimate banter whilst fasting. If, however, he fears he will fall into that which Allaah has forbidden [whilst in the state of fasting] – due to his high [uncontrollable] passion, then in this case this [act] becomes disliked; If he were to then ejaculate, he is required to continue assuming the state of fasting as well as make up the fast for that day – and according to the majority of the scholars he is not required to make an expiation. As for discharging prostatic fluid, then according to the most correct of the two opinions of the scholars, this does not break the fast; This is because the basic principle ruling dictates the fast is sound and not invalid, in addition to the difficulty encountered in trying to avoid the discharge of prostatic fluid. And Allaah is the Expounder of all success.
