What is the ruling regarding giving charity to one who does not pray, bearing in mind he is a relative?

Giving Zakaah to relatives
What is better: [is it] to give zakaah to poor and needy relatives whom I am not financially responsible for, or that I give it to the poor and needy neighbour?
Giving charity on behalf of my mother
Sometimes I give charity with the intention it is on behalf of my mother, so if I told her about it, would it be considered as showing off?
Concealing the identity of the one giving charity
Is it permissible for me to lie to the one I give charity to, by saying this charity is not from me, but from someone else?
Do not give more than a third of your wealth in charity
When I want to give in charity to my relatives and [those of] my friends who are in need – my mother opposes me in this, claiming that I am squandering my money without benefit, and that I should save my money for what will benefit me later.
Attaining genuine happiness
What is the appropriate treatment for [attaining] happiness, since I am living in extreme sadness; [please] guide me, and may you be rewarded?
Even if it were once during his lifetime
It is befitting for the person to act upon this aayah, even if it were once [during his lifetime]; [so] if something from his wealth pleases him and causes him to delight, then let him give it in charity, and maybe he will attain this Birr.
